Windmill raises German shepherd dogs and Cardigan Welsh corgis in Cumby, Texas, a rural community in Hopkins County northeast of Dallas. Heather Miller operates the program as a small hobby kennel, with the German shepherd side of the breeding program dating back to 1991 and Cardigan Welsh corgis added to the program in 2013.

AKC conformation showing has been a consistent part of the program for over three decades, and the dogs produced here have earned championship and grand championship titles across both breeds. Health testing for Cardigan Welsh corgi puppies in Texas from this program includes OFA hip and elbow evaluations along with clearances for degenerative myelopathy, progressive retinal atrophy, and eye examinations. Dogs in the cardigan program have also competed at the national level, including placements at the Cardigan Welsh Corgi Club of America National Specialty.
