Windswept Bouviers, run by Tracy Zumwalt out of Dallesport, Washington, breeds bouvier des Flandres with a clear focus on working ability, sound structure, and breed-appropriate temperament. Dallesport sits in the Columbia River Gorge, roughly 80 miles east of Portland, Oregon.

The program breeds to AKC standards and places equal emphasis on dogs that can work and live as house family dogs. Health testing is a central part of the approach, with dogs evaluated for hips using both PennHIP and OFA, as well as heart, eyes, and elbows — results are submitted to OFA for transparency. Tracy and her program are members of the Columbia Bouvier des Flandres Club and actively show and groom their own dogs, with plans to pursue working titles as well.

There are no kennels on the property; bouvier des Flandres puppies in Washington raised here are brought up inside the home. Each puppy is evaluated daily, and placements are made by matching individual puppy personalities to applicant families based on their intended purposes. The program also engages in limited bouvier rescue alongside its breeding work.
