Debra Yoder raises Pembroke Welsh corgis and dachshunds through Hilltop Canines in Strasburg, Ohio, a small community in Tuscarawas County about an hour south of Akron. The program has roots going back to 2014, when a corgi from a family kennel became the foundation of what Yoder built into a multi-generation breeding program. Many of the corgis in her care represent the third and fourth generation to live with the family, reflecting a lineage that has remained close to home.

Health testing is a clear priority at Hilltop Canines. Parent dogs are genetically screened and cleared for degenerative myelopathy (DM), exercise-induced collapse (EIC), and von Willebrand's disease (VWD), and OFA evaluations have been completed on breeding dogs as well. AKC registration and microchipping are standard for puppies leaving the program.
